Proposed private aircraft tax in Italy

According to the latest decisions taken by the new Monti government there will be a new tax that will affect all private aircraft (non AOC)
Proposed aircraft affected by this new tax will be all aircraft registered on the Italian National Aeronautical Register or aircraft that will stay more than 48 hours on Italian territory (independently from being registered on the aeronautical register).
There will be a few exceptions, such as:
- Aircraft that are owned or operated by the registered Organisations, training schools and type rating training organisations
- Aircraft that are owned or operated by the Italian aero club, local Italian aero clubs and by the national parachuting association.
- Aircraft that are registered under the manufacturer or waiting to be sold
- Aircraft used for Medivac
